Contractor shall have Software Quality Assurance
(SQA) personnel with access to the highest level of management - JPL and/or
regulatory authorities' representatives. The SQA shall be organizationally
independent of the Program/Project manager and/or have an independent reporting
path to senior management above the Program/Project manager.
The SQA shall review and approve all CDRL documents
delivered by Contractor; witness the Software Qualification Test and monitor
selected lower level software tests; review all software test results for
completeness and accuracy; keep a set of records of their activities separate
from the CM records (CM may have a copy of their records); act as the interface
between Independent Verification and Validation (IV&V) and Contractor.
An SQA engineer shall be a member of the Software
Change Control Board and verify nonconformances were
completely identified and properly tested after correction. An SQA engineer
shall attend all Technical and Project Reviews and provide input as required.
